With -norestrictions command you'll get double "the world not loading"! the reason of this problem is the system especially the hdd, if you want to play the game without missing textures the hdd must be always defragmented, gta iv hate low processors and dirty (errors or fragmented) hdds if you have high end system but the hdd is dirty then you'll get missing textures (more or less). The game has worked fine on my old pc. i am using an alienware laptop which runs gta 5 high settings no problem. i wanted to play this old game, entered the 2 lines (-nomemrestrict -norestrictions) to bypass gta 4 2gb vram issue. but when i load the game everything is fine, then driiving down the street, things just stop loading, no buildings, blurry road texture, etc..
